Presentation
Primož Križnar graduated with honors from the Faculty of Law in Ljubljana in 2013, specializing in covert investigative measures and their application in criminal proceedings. During his academic journey, he gained valuable experience at the Criminal Division of the District Court in Ljubljana and the law firm Csipö & Kozamernik in Kranj. In 2015, he earned another honors degree from the Faculty of Law in Ljubljana, focusing on the use of advanced surveillance technologies in criminal proceedings. Following this, he served as a judicial trainee at the Ljubljana Higher Court until 2017.
After successfully completing his traineeship and passing the State Legal Examination, he joined the District State Prosecutor's Office in Ljubljana in 2018 as a Senior Judicial Adviser. Over the next five years, he contributed to various departments, including the General and Appeals Departments. He specialized in tackling cybercrime, criminal offenses related to illicit substances and weapons, as well as criminal activities associated with crypto assets and the dark web. His involvement extended to working groups focused on crimes related to crypto assets, cybercrime, and strengthening the rule of law and improving the efficiency of criminal case management.

Between 2016 and 2023, he held the position of a legal assistant at the Institute of Criminology at the Faculty of Law in Ljubljana. During this period, he contributed to various projects, producing multiple scientific and professional articles, and participating in domestic and international conferences. The content of his work predominantly covered different aspects of privacy, telecommunications, cybercrime, crypto assets, hate speech, and the use of artificial intelligence. Some of his works were referenced in the reasoning of judgments by Slovenian courts.
During his tenure as an elected representative of the Municipality of Naklo from 2014 to 2022, he held pivotal roles, serving as the Chair of the Statutory-Legal Commission and the Electoral Commission. In these capacities, he oversaw the comprehensive handling of municipal acts and ensured the legal integrity of municipal elections. Committed to community service, he has been offering pro bono legal advice to municipal citizens since 2015 through the non-governmental organization (NGO) SKUP - Community of Private Institutions.
In November 2023, he sworn as a lawyer by the Slovenian Bar Association. In addition to practicing law, he continues to collaborate with other organizations, namely:
- with the Institute of Criminology at the Faculty of Law in Ljubljana, contributing to scientific research projects and analyses in the fields of artificial intelligence and surveillance technologies,
- with the NGO SKUP, participating as a member of the National Preventive Mechanism in cooperation with the Ombudsman of the Republic of Slovenia, conducting inspections in places where individuals are deprived of their liberty,
- with Milieu Consulting SRL, preparing legal analyses on the implementation and compliance of national legislation with obligations under EU regulations for the Directorate-General for Migration and Home Affairs of the European Commission,
- with members of the AlgoLex team, which is engaged in the development of artificial intelligence systems for legal decision-making within the Slovenian judicial system.
In addition to successfully passing the State Bar Examination, lawyer Primož Križnar has successfully completed the Administrative Procedure Examination, training in handling and protecting classified information, the Safe Handling of Weapons Examination, and multiple training courses in the prevention of money-laundering and counter-terrorism financing. He further enhances his knowledge by exploring machine learning technologies, blockchain, decentralized finance, and digital privacy in collaboration with domestic and international experts.
